Well the first thing you must know is that it affects U.S. Local Search results. Google gave a very vague statement about it, saying that it “created closer ties between the local algorithm and core algorithm(s).” Yeah, like I said, not a lot of detail. I dug further to find more detail, and found a more expansive explanation via this post, which stated:
The core changes are behind the scenes, but it does impact local search results rankings and some local businesses may notice an increase or decrease in web site referrals, leads and business from the change.
The changes will be visible within the Google Maps search results and Google Web search results.
Google told us that the new local search algorithm ties deeper into their web search capabilities, including the hundreds of ranking signals they use in web search along with search features such as Knowledge Graph, spelling correction, synonyms and more.
In addition, Google said that this new algorithm improves their distance and location ranking parameters.
How Does the Google Pigeon Update Affect You as an SEO Writer?
Primarily, good, properly SEO’d content still rules.
You want to make sure that your client’s content is specifically SEO’d for local search results. For example, if your client owns a barbershop in Harlem in New York, you want to make sure that “Harlem New York Barbershop” is one of your keyword phrases, not just (NYC barbershop) and that it is put in your meta tags (eg, include city/state in title tags, H1s, content, alt tags, etc.).

a) Get active on social media: Stuff written on social media filters out to review sites, directory sites, etc. According to Search Engine Land, Google’s Pigeon Update “favors directory sites (most likely because those sites have more authority)”; and
